The video shows ice on the pickles; the recipe states to drain off the liquid. Nothing is said in the recipe about ice x3 hours??

Can one use previously frozen green pepper slices?

Diana, the salt sitting on the cucumbers, onions and green peppers causes them to break down and that is where the liquid comes from. Same thing happens when you put sugar on strawberries and let them sit - the sugar breaks down the berries and they become soft. No ice is involved in the bread and butter pickles. I think the photo on the video looks shiny is why you thought it was ice.
