Indian chili powder is just regular chili powder. You can substitute cayenne. Tandoori masala powder is a little more complicated (unless you have an indian grocery story near you). It's a blend of spices - you can probably google to get an idea. It doesn't have to be exact and different people will have slightly different "recipes" for the masala.
