  1. Stir together water, cornstarch, chili garlic paste and sesame oil in a small bowl; set aside.
  2. Heat vegetable oil in large nonstick skillet over high heat. Cook shrimp 3 minutes turning often or until pink and opaque. Remove shrimp to plate, cover to keep warm.
  3. Add peppers and water chestnuts to skillet; cook, stirring constantly, 2 to 3 minutes or until peppers are crisp-tender. Return shrimp to skillet; stir reserved sauce mixture and pour into skillet. Bring to a boil stirring constantly until thickened (about 1 minute). Remove from heat and stir in green onion. Garnish with peanuts.
