I did add the “optional cornstarch” and used this for making muffins...it worked. Cream of tartar is expensive, so at least for me, this won’t be a substitute for buying a can of baking powder,...

I like making my own baking powder because I can make a small amount so it doesn't go stale (like the stuff you buy from the store) and there is no aluminum in it.
