Beat butter in medium bowl; gradually add brown sugar, beating until fluffy. Add egg, orange peel and juice; beat until smooth. Add biscuit mix, mixing well; stir in walnuts and chocolate chips. Drop by teaspoons onto ungreased cookie sheet.
Bake 10 to 12 minutes. Remove from cookie sheet to wire rack. Cool completely.
