  1. Place Simply Potatoes(R) and water in large microwave-safe casserole dish. Cover; microwave on HIGH 8 to 10 minutes or until Simply Potatoes(R) are tender. Gently stir in peas, celery and vinegar.
  2. In small bowl add all remaining ingredients; stir until well blended. Season with salt and pepper. Refrigerate 1 hour to blend flavors.

Came out great! Suggestion - use 1/4 c sour cream and 1/4 c mayo instead of the whole half cup. Really good. Added green onions too. :)
