  1. Heat oil in dutch oven. Add beef, onion and ginger and stir together. Lower heat to medium,cover pot and allow the meat to sweat out its juices.
  2. Drain meat juice into a bowl and reserve. Continue to cook,sweat out and collect meat juices until meat looks dry.
  3. Add soy sauce to meat and simmer for 10 minutes.
  4. Add reserved meat juices. Add just enough water to cover meat. Simmer for 30 minutes.
  5. Add cubed turnips. Make sure turnips are immersed in juices. Simmer for 1 hour.
  6. Add brown sugar and simmer for another hour until the beef and the turnips are tender.
  7. Serve over rice. Garnish with sliced green onions.
