In a deep fryer or large skillet, heat at least 2 inches of vegetable oil to 375 degrees F. When oil is to temperature, carefully fry the tator tots in batches until crisp and golden brown. Drain on paper towels and keep warm while working on remaining batches.
Arrange fried tator tots in the bottom of a 9 x 13 baking pan, layering if necessary.
In a medium saucepan, combine the refried beans with 1/2 cup of the enchilada sauce and 1/2 cup of the shredded cheese. Warm over medium heat, stirring often, until the cheese is melted and beans are smooth. Spread the bean mixture over the tator tots in the baking dish, then pour the remaining enchilada sauce over top and finish by sprinkling with the remaining shredded cheese.
Bake in the preheated oven for 20-30 minutes, or until the cheese is melted and bubbly, and beginning to brown around the edges.
Top individual servings with sour cream and sliced black olives if desired.
