  1. Preheat oven to 400F and line a large baking sheet with parchment paper.
  2. In a large bowl, whisk together flour, baking powder, onion powder, garlic powder, salt and cayenne.
  3. With a pastry cutter, two knives or a whisk, cut in butter or shortening until mixture resembles coarse sand.
  4. Stir in grated cheese, minced green onions and parsley.
  5. Add most but not all of the buttermilk and gently stir until JUST combined. Add all the buttermilk if necessary, but do not over-mix. Mixture should be slightly wet and sticky.
  6. Drop large blobs on the parchment-lined baking sheet, about 2 inches apart.
  7. Bake on the middle rack in the pre-heated oven about 18-20 minutes, or until golden. Remove to a cooling rack and immediately brush with melted butter.
