  1. Preheat oven to 350 degrees
  2. Combine water chestnuts, carrots and green pepper in large casserole dish.
  3. Add tomatoes, onion, celery, pea pods and green beans.
  4. Mix so veggies are combined.
  5. Stir together melted butter, tapioca, salt, pepper and sugar until dissolved.
  6. Pour over vegetables and combine well.
  7. Cover and bake for 1-1 1/2 hours.
