Gently mix the flour, baking soda and salt in a bowl with a whisk. In a large bowl, beat butter, brown sugar and white sugar with an electric mixer until creamy. Add the eggs one at a time until blended with the butter mixture. Beat in the vanilla. Mix in the flour mixture just until combined. Fold in the chocolate chips.
Divide dough into 36 2 tablespoon-sized balls. Place 3 of the cut up caramel pieces on top of each of the cookie dough balls and press them gently into the dough. Place balls onto a baking sheet.
Bake in the preheated oven for 13 to 15 minutes or until edges are golden brown. Remove from cookie sheets and allow to cool.
