  1. Preheat oven to 425 degrees F and coat a 15x10-inch baking sheet with nonstick cooking spray.
  2. Slice off the tops of the garlic bulbs to expose cloves. Drizzle with 1 teaspoon oil. Enclose in foil and set in oven.
  3. Bake for 35 minutes to soften, then remove from oven, unwrap, and cool slightly. Then remove garlic cloves from the skin and place in a food processor with butter and 3 teaspoons oil. Pulse to blend.
  4. Set salmon in prepared baking pan. Season with salt, pepper, and lemon juice; drizzle with garlic butter.
  5. Bake for 10 minutes, until salmon is cooked through. Garnish with parsley and rosemary; serve.
