Preheat oven to 350 degrees F. Spray bottom and sides of an 8" square baking dish with cooking spray.
In the food processor, with metal blade attached, add the pecans, and pulse a few times. Add the oats, flour, brown sugar, salt, cinnamon, and baking soda to the nuts and pulse 3-4 times to combine and break up the oats. Drop in the cold butter and pulse until the butter is the size of small peas. (Another 3-4 pulses)
Spread half the oat mixture into the prepared pan. Press down lightly. Spread apricot preserves on top to about 1/4" of the edge all around. Top with remaining oat mixture and press down lightly. Bake for 35-40 minutes or until golden brown. Allow to cool before cutting.
