  1. Preheat oven to 450 degrees Fehrenheit.
  2. Wash fillets; pat dry with paper towels.
  3. Wash, dry and then zest one lemon. Add zest to 1 gallon sealable plastic bag. Juice zested lemon; add juice and remaining ingredients EXCEPT OLIVE OIL to same bag.
  4. Remove 2 tablespoonfuls of juice/seasoning mixture to a small pitcher; set aside.
  5. Add fillets to remaining juice/seasoning mixture 1 at a time, being sure to thoroughly coat each piece.
  6. Place fillets in oiled baking dish. Add juice/seasoning mixture from bag.
  7. Drizzle and then brush fillets with olive oil.
  8. Bake 16 minutes or until fish is flaky. Remove from oven.
  9. Garnish with chives when serving. Offer the reserved juice/seasoning blend at the table or drizzle when plating.
