  1. heat 1/2 butter
  2. saute garlic and chopped pepper, add splash of vinegar, wine, and thyme.
  3. When pepper is soft, add quartered mushrooms and whole beef broth cube.
  4. Cover and simmer until mushrooms are softened and drippings are 'dry'.
  5. Add wine to loosen the pan bits. Cook down.
  6. Add water and half and half until simmer.
  7. Add nutmeg, tarragon and 1 tbsp flour.
  8. Cook until gravy is slightly thickened.
