  1. Preheat oven to 450º.
  2. Salt and pepper the pork and lay it in the bottom of a 3- or 4-quart baking dish.
  3. Place the onions on top of and around the meat, and place the Tots on and around the onions.
  4. In a 2-cup measuring cup or bowl, whisk together the milk, salt, pepper and garlic powder.
  5. Pour the milk mixture over the Tots.
  6. Reduce heat to 425º and bake, uncovered, for one hour.
  7. Let stand for 5 minutes before serving.
