  1. Preheat oven to 350 degrees.
  2. Spray a medium, or large baking pan with cooking spray.
  3. Layer hashbrowns evenly on the bottom of the pan.
  4. Next spread the diced peppers over the hashbrowns.
  5. After thinly slicing the sausage, lay the pieces in rows ontop of the peppers.
  6. Beat the milk, eggs, salt, garlic powder and pepper together until thoroughly mixed.
  7. Gently pour mixture over the casserole, coating evenly.
  8. Sprinkle on cheese to taste, coating the layer.
  9. Add sour cream sprinkles on top.
  10. Place in the oven, for about 45 minutes, until cheese is considerably browned.
