  1. Preheat oven to 350*F.
  2. In a medium bowl sift flour, cornstarch, baking powder, baking soda and salt (put through the sifter a few times to really aerate it).
  3. use an electric mixer, and add eggs and beat well.
  4. Add sugar and continue to beat on medium speed.
  5. Add scraped vanilla bean (or extract) and add with oil, beat well.
  6. Add the milk and beat until just combined. Scrap down the side of the bowl.
  7. Reduce mixer speed to low and slowly add flour mixture.
  8. The batter will be thin. Pour batter into a muffin pan prepared with paper liners. Fill liners about 2/3 full.
  9. Bake cupcakes in pre-heated oven for 12-14 minutes.
  10. Cool in pan 1-2 minutes, then remove cupcakes from pan (carefully) and finish cooling on a wire rack.
  11. Ice once completely cooled.
