  1. Remove and discard the heart of the cabbage
  2. Chop the remaining cabbage
  3. Put 1/2 of the cabbage in the bottom of a large greased roasting pan.
  4. In a large bowl, combine the ground beef, garlic salt, onion, egg, rice and 1 cup of water. Stir until all ingredients are combined and then place in roasting pan over the cabbage.
  5. Put the remaining cabbage over the meat mixture.
  6. In a bowl, combine the tomato soup, tomato sauce and remaining water. Pour over the top of the cabbage and meat. Do not stir.
  7. Cover and bake at 350 degrees for two hours. Remove the cover for the last half hour.
