Sift together flour, baking soda, baking powder, salt, nutmeg and cinnamon. Set aside. Cream together sugars, eggs, sour milk and softened butter. Combine wet and dry ingredients.
Roll out dough in fist-sized or larger portions, using plenty of flour on your rolling surface and rolling pin. Cut with cookie cutters. Bake on ungreased cookie sheets at 350 degrees; 7 minutes for dark or non-stick cookie sheets, 10 minutes for light cookie sheets. Cool on wire racks. Makes approximately 75 cookies.
