  1. In 4 quart saucepan over high heat, heat potatoes and water to cover to boiling.
  2. Reduce heat to low; cover; simmer 20-30 min until fork tender.
  3. Drain potatoes and allow to cool. Then peel and chop.
  4. In a skillet, fry the bacon til crisp.
  5. Add onions and fry in bacon grease until limp but not brown.
  6. Add flour and stir.
  7. Separately mix the water, vinegar, salt, pepper, and sugar. Add to bacon and onion mixture, and cook stirring constantly until it's slightly thickened and boiling.
  8. Gently stir in potatoes; heat through, then transfer to serving tray.
  9. Garnish with parsley if desired.
