  1. Preheat over 375 degrees F. Lightly grease cooking dish with vegetable cooking spray or butter.
  2. Pour rice into 9x9 baking dish, spread evenly over bottom.
  3. In a medium sized skillet melt butter. Combine salt, carrots, onion, celery, and turkey into the pan and cook 3-4 minutes over medium heat.
  4. Pour the turkey and veggie mixture over rice in baking dish and stir together with garlic powder and black pepper to taste.
  5. Add chicken broth over mixture in baking dish. Cover with tin foil and bake for 45 min or until rice is fully cooked.
  6. Take out of oven, sprinkle with parmesan cheese and serve.
