Cook sugar and vinegar in a small sauce pan, just until sugar is dissolved, scrape down sides of the pan to dissolve all sugar granules, remove from heat and let cool for a few minutes.
Place all ingredients in a food processor, blend until most pepper flakes and garlic bits are tiny, about 1-2 minutes. Optional, you can let this sit while you prepare other food to marinate the hot pepper and garlic. Strain through mesh sieve, pressing the garlic and pepper against the mesh.
Store in a sealed container at room temperature. Shake before serving.
