Combine broth, half and half, water, butter, dried onion, and pepper in a medium pot. Over medium/high heat whisk to combine all ingredients and break-up lumps in flour. Bring to a boil and reduce heat to low.
While simmering, chop broccoli florets into very small peices and discard all stems. Set aside.
Add American cheese slices to pot and whisk until melted. Add broccoli and allow to simmer for 15 to 20 minutes until broccoli is tender.
