Cut round steak into strips and dredge in flour. Heat vegetable oil in a large skillet over medium heat; cook the floured beef in the hot oil until browned on both sides, about 15 minutes. Once it is browned, combine meat and remaining ingredients in slow cooker. Cook 4 hours on high, or 8 hours on low. Serve over mashed potatoes or egg noodles.
