  1. Heat olive oil in a pan on high.
  2. Add onion, jalapenos, and almonds until onion is lightly browned.
  3. Add wine, tomato sauce, thyme, carrot, onion and hot water.
  4. Bring to boil.
  5. Add anchovies.
  6. Bring to a boil until liquid is reduced by a quarter.
  7. Lower and simmer 10 minutes.
  8. Serve in bowls and sprinkle with scallions, basil and mint.
