  1. Simmer the beef and bay leaves covered in salted water until tender, about 1.5 hours
  2. In a large saucepan, simmer the beets, carrots, turnips, onion, tomato paste, vinegar, sugar and butter for about 15 minutes
  3. Stir frequently, add the cabbage and cook about 10 minutes longer.
  4. Add the vegetable mixture and pepper to the meat and broth.
  5. Adjust seasonings and cook until the vegetables are tender. Add more vinegar if desired.
  6. Before serving, add sour cream to top.
