  1. In a large sauce pan (for easier whisking), heat olive oil on low heat.
  2. When olive oil is hot, sprinkle on flour evenly using a tea strainer. Allow flour to sizzle 5 seconds, whisk briefly, then slowly add water or milk, whisking gently.
  3. Whisk in tomato sauce, then remaining ingredients. Additional water or milk may be added if desired. Remove pan from heat when soup begins to simmer.
  4. Serve with a garnish of fresh basil and optional shredded parmesan cheese. Croutons, crackers, pita bread or french bread are welcome accompaniment.
