  1. Fill the steamer a quarter of the way with water and place the lemon, bay leaves and garlic in the water.
  2. Put the steamer tray in. Start cooking on high heat.
  3. Remove the top inch of the artichoke's, trim each remaining leaf to remove pointy tips and remove the stems.
  4. Rinse the artichoke's under cold water to clean them, shake excess water out. Using the tip of a knife, spread the inner leaves and place a garlic clove in each the center of each artichoke.
  5. Place the artichokes in the steamer tray, stem side down.
  6. Bring water to a boil, then lower heat to medium-low and simmer for 60 minutes.
  7. Melt the butter and use for dipping if desired.
