  1. In a medium saucepan, saute onions and garlic in butter over medium heat until onions are soft and transparent, about 5 minutes.
  2. Add rice to pot and cook for about one minute, stirring, until rice is fragrant and grains are starting to turn opaque.
  3. Add water, lemon zest and juice, salt and pepper. Stir once and cover.
  4. Increase heat to high. When the rice boils, turn down the heat as low as you can for 10-15 minutes until most of the liquid is absorbed. Turn off heat and let sit, covered, for 10 minutes.
  5. Fluff and serve.
