Cook pasta according to directions (al dente). Rinse with cold water, drain and return to pot. In another bowl, combine black beans, chiles, corn, scallion and peppers. Toss with pasta. Mix dressing ingredients (salsa, mayo, sour cream and spices) and pour over pasta mixture. Toss all together until well coated. Chill until ready to serve.
