  1. Brown meat and garlic in large skillet; drain.
  2. Add salsa and water. Bring to boil.
  3. Stir in macaroni. Reduce heat, cover. Simmer 8 to 10 minutes or until macaroni is tender.
  4. Stir in Velveeta until melted.
