  1. Combine salt, pepper, cayenne, cumin, nutmeg, and bay leaf in small bowl, set aside.
  2. Cook onions in butter till softened, add bell pepper, garlic and carrots and cook till onions are translucent and the pepper is softened.
  3. Stir in season mix, tabasco and worcestershire sauce and cook till thickened.
  4. Mix in milk and catsup, heat through.
  5. Cool slightly.
  6. Take out bay leaf.
  7. Combine egg, beef and onion mixture.
  8. Shape into loaf pan.
  9. Bake 30 minutes covered, and 30 minutes uncovered until browned at 375 degrees.
  10. Be sure to drain the juices from the meatloaf before cooling in refrigerator.
