  1. Heat oil in a large skillet. Add beef and brown on both sides. Add onion, garlic and 2 cups of water. Reduce to a medium boil then boil until water evaporates. Add another two cups of water and all remaining ingredients, then cover and simmer for one hour or until beef is tender and the dish thickens. It may be necessary to add more water. Server over white rice.
