The day/night before, dice the onion, green pepper and garlic. Place in tupperware until ready to start cooking.
Add first 10 ingredients to slow cooker. Add beer or stock and give it a good stir. Set slow cooker for low heat, cover, and cook for a minimum of 5 hours (I've let it go 9+ hours while I was at work).
Serve and top with chopped green onions and crushed tortilla chips, if desired.
