Boil the pasta and pre-heat your oven to 400°. Heat a skillet over medium high heat and melt the 2 tbsp. butter. Once melted add the 2 tbsp. of flour and stir continuously for a minute. Gradually whisk in the milk and heavy cream. Add onion and bay leaves. Turn heat down to a simmer, stirring often, for 15 minutes. Remove bay leaves and season with salt and pepper to taste. Remove from heat and stir in the 2 cups of cheese. Once the cheese in blended stir in the elbow pasta. Grease your dish with butter and pour the mac and cheese in. Cover with the remaining cheese and the panko breadcrumbs. Bake in an oven set to 400° till the breadcrumbs are browned.
