Melt butter in a large Dutch oven over medium high heat. Add onion, celery, pepper, cloves, and shallots, and saute' until tender. Add flour, salt and red pepper, cooking and stirring constantly until caramel colored (about 10 minutes). Add next three ingredients and cook, stirring constantly until thick and bubbly (about 5 minutes). Stir in shrimp and cook about five minutes, until shrimp are done. Serve over hot cooked rice.
