  1. In a small bowl, whisk oil, lemon juice, mustard, garlic and lemon peel until well blended. Season with salt and pepper.
  2. Cook penne in large pot of boiling salted water until al dente, 11 minutes.
  3. Drain and rinse pasta with cold water.
  4. Transfer to a large bowl.
  5. Add tomatoes, peppers, feta cheese and green onions to pasta.
  6. Pour dressing over pasta and toss to coat.
  7. Just before serving, add the spinach
