  1. Cut potatoes into bite sized pieces and place in cold water to prevent browning.
  2. In a large pot, bring potatoes, salt and water to a rolling boil.
  3. Cook until potatoes are tender, about 25 minutes.
  4. Drain water and let potatoes cool.
  5. In a large bowl combine potatoes, onions, parsley and capers.
  6. Combine vinegar, caper liquid, and mustard in small bowl.
  7. Whisk in oil.
  8. Season with salt and pepper.
  9. Pour dressing over potatoes, and toss gently.
  10. Let stand at room temperature for 1 hour before serving.
