Rinse the thawed tilapia filets under cold water and pat dry with a paper towel.
Mince the tilapia filets, imitation crab meat, green onions, and garlic cloves. Place these first four ingredients into a large bowl.
Add salt, pepper, cornstarch, and whole wheat flour. Crack two raw eggs into the mixture and combine all ingredients using a wooden spoon. The mixture should be sticky enough to form into balls. Shape large spoonfuls of mixture into slightly flattened patties.
In a large pan on medium heat, add the canola oil. When the oil is heated, place the patties into the pan.
Cook for 3-5 minutes on each side, using tongs to turn the patties, until they are golden brown and the tilapia is cooked through (the patty should be soft but fairly firm if you press lightly with a wooden spoon or finger, but should not fall apart).
Allow the patties to cool. Serve as is, or with tartar sauce, horseradish, or chili sauce.
