  1. Cook potatoes in boiling water until done; set aside and let cool for use later.
  2. In a dutch oven, heat oil over medium heat and saute onion, green pepper and garlic for 5 minutes, stirring constantly.
  3. Add the ground beef, and cook until browned, breaking up the meat and stirring constantly; drain well. Stir in the oregano, pepper, salt, cumin, capers, golden raisins, tomato sauce, olives and red wine. Cook for about 25-30 minutes, stirring occasionally, until the wine has cooked down.
  4. Heat 1 teaspoon olive oil in medium skillet. Peel the potatoes, cut into chunks, and cook until browned. Add the potatoes to the ground beef mixture, and cook for about another 5 minutes.
  5. Garnish with strings of ham and roasted red pepper

Made this tonight, turns out just for myself. I used a meatloaf mix. That is what I had. Didn't have any golden raisins therefore omitted. I really liked it. I imagine the raisins would count...
