Start with 2 tbs water and 1 cloves of garlic. Put all of the ingredients in the blender and puree until smooth. If you want more garlic flavor, add more garlic and puree again. If the mixture seems lumpy, gradually add more water and puree after each addition until you get the desired consistency.
