In a large, hot skillet, brown the bacon and ground beef. Add the onions and cook until soft, about 6 minutes. Do Not Drain.
Combine the soy and water. Pour over the beef mixture and season with pepper. Layer potatoes, green pepper, tomatoes, celery and cabbage. Cover and turn heat to high for 2 minutes. Reduce heat to low for 20-25 minutes. Check potatoes for doneness and serve.
