In a large bowl, mix peanut butter, butter, white sugar, and brown sugar. Next, beat together milk, egg, and vanilla. Combine the flour, baking powder, and salt. Add Heath toffee bits, popcorn, and caramel.
Roll the dough into 1 inch balls and place onto greased cookie pans. Bake for 6 to 8 minutes or until edges are lightly brown
Finally, transfer cookies to a cooling rack, and let harden. Drizzle chocolate syrup on top and enjoy.
