  1. Cook elbow macaroni according to directions.
  2. If you plan to bake it, place it in buttered casserole dish.
  3. Melt butter in double-boiler.
  4. Add flour, salt and pepper. Blend.
  5. Add milk slowly, stirring until sauce thickens.
  6. Add shredded cheese.
  7. Fry hamburger in fry pan, drain off excess fat, and combine with elbows. Mix thoroughly.
  8. Add and mix sauce with the elbows and hamburger and top with bread crumbs (if you plan to bake it.)
  9. Serve as is or bake in moderate oven (350 degrees) for 30 minutes.
