  1. In a large pot, add the carrots, celery onion, garlic, parsley and pepper.
  2. Add the vegetable broth and simmer for 45 minutes.
  3. Strain broth thru a colander and discard solids.
  4. Add 2 cups of water, cooked rice, and 1/4 cup lemon juice.
  5. Simmer for 15 minutes then serve with lemon wedges, if desired.
