  1. Pre-heat oven to 350 degrees.
  2. In a small bowl, mix together all dry ingredients.
  3. In a Dutch oven, brown unseasoned roast on all sides, searing well to keep juices in.
  4. Coat browned roast with dry ingredients, using all of the mixture. Return to the Dutch oven.
  5. Add water, cover, and place in oven.
  6. Cook for approximately 2 hours, turning roast after 1 hour, and checking for tenderness after 90 minutes.
  7. Slice and serve with rice or mashed potatoes.
