  1. Preheat oven to 350 degrees. In a large bowl, mix together the ground chuck, eggs, onion, green pepper, salt, pepper, garlic powder, tomato juice, and saltine cracker crumbs. Mixture should be moist, but not wet. If it is wet, add more cracker crumbs.
  2. Place mixture in a foil-lined baking pan and shape into an oval loaf. Lightly spread ketchup over the top.
  3. Evenly distribute the potato wedges around the meatloaf and moisten the loaf and potatoes at the bottom with 1/4 cup of water. Cover with aluminum foil.
  4. Bake for approximately 1-1/2 hours, remove, and slice.
