  1. Combine all ingredients using your hands until stiff, except bell peppers and skewers.
  2. Cover and set aside for about 20 minutes.
  3. Preheat the oven to Broil (500 degrees)
  4. Form lamb mixture into 15 meatballs.
  5. Put pieces of bell pepper and meatballs on skewers together alternating (3 meatballs per skewer)
  6. Place kebabs on a lightly oiled broiling pan.
  7. Broil for 5 minutes, then turn kebabs over and broil for another 5 minutes.
  8. Excellent served over basmati rice.
