  1. Saute onion in olive oil over medium high heat until translucent.
  2. Add the other vegetables, barley, bouillon and 6 cups water. Add salt & pepper, if desired. Cover and bring to a boil. Reduce heat and simmer for 45 minutes.
  3. Meanwhile, combine flour, baking powder and salt. Mix in milk and drop by the tablespoonful into simmering pot. Cover and cook an additional 13-15 minutes.
  4. Serve immediately.
